FUNCTIONS OF RAJYA SABHA:_
It can be passed by the acceptance of both the houses with the majority with 2/3rd members present and vote. In addition to the Powers and Functions of Rajya Sabha described above, the Rajya Sabha shares its powers with the Lok Sabha in: Electing President and Vice-President of India.
CHAIRMAN OF RAJYA SABHA:-
The Vice President of India (currently, Venkaiah Naidu) is the ex-officio Chairman of the Rajya Sabha, who presides over its sessions. The Deputy Chairman, who is elected from amongst the house's members, takes care of the day-to-day matters of the house in the absence of the Chairman.
SPECIAL POWERS OF RAJYA SABHA:-
Another exclusive power of the Rajya Sabha is contained in Article 312 of the Constitution whereunder if the Rajya Sabha passes a resolution by a majority of not less than two-thirds of the members present and voting declaring that it isnecessary or expedient in the national interest to create one or more All India.
RAJYA SABHA IS A PERMANENT HOUSE:-
The Rajya Sabha (Council of States) or the upper house is a permanent body not subject to dissolution. One third of the members retire every second year, being replaced by newly elected members. Each member is elected for a term of six years. The Rajya Sabha is a permanent body not subject to dissolution.
RAJYA SABHA IS NOT DISSLOVED
Rajya Sabha is a permanent body which can never be dissolved or abolished. There are certain exclusive powers of Rajya Sabha. The most important reason for it being a permanent body is its power during the proclamation of emergency.
